SEND PHOTOSHOPPED/FRAUDULENTLY-SIGNED OFFER LETTER TO USCIS ALONG WITH H1B VISA PETITION

<< PREVIOUS PHASE : Send fake client documents to USCIS along with H1B visa petition
In previous phase, you’ve learnt how scammers arrange & send fake client documents to USCIS, along with H1B visa petition. You've also learnt that scammers rely more on fake client document than real client document.

TRULY A MIND-BLOWING FRAUD OF SCAMMERS

This scam is very difficult-to-understand. It contains more than 25 pages. To understand this scam completely, please start from Content.

In this phase, you will learn how scammers send visa worker-signed offer letter without giving offer letter to visa workers.

This trick will blow the minds of even the most seasoned investigator.
This scam is necessitated because scammers need to send visa worker signed offer letter to USCIS, with H1B visa petition. But scammers don't want to give current-dated offer letter to visa worker before the filing of H1B visa petition.
So, the rumor is scammers photoshop or fraudulently sign the offer letter (in place of visa worker) and send it along with new H1B visa petition, just to give the (false) impression that the visa worker has signed the offer letter.

However, in reality, forget about signing, visa workers don’t even get the offer letter before the approval of visa petition.

What scammers do in this phase?
As per rumor, scammers photoshop the visa worker signature in offer letter or fraudulently sign the offer letter (in place of visa worker) and send it along with new H1B visa petition. Legally, scammers are required to send visa worker signed offer letter along with the new H1B visa petition.
Scammers not only cheat visa workers and visa law enforcement agencies but do visa violations & fraud.

What happens in this phase?
Unthinkable & Unimaginable are the most suitable words to describe the trick, which scammers use during this phase.
In this phase, as per rumor, scammers photoshop the visa worker signature in offer letter or fraudulently sign the offer letter (in place of visa worker) and send it along with new H1B visa petition to USCIS.
Legally, scammers are required to send visa worker-signed offer letter to USCIS along with the new H1B visa petition.

You must be wondering why scammers take risk & commit this fraud?
Why not scammers send the offer letter to visa workers and ask them to sign and send the visa workers signed offer letter to USCIS?
Scammers don't want visa worker to see the current-dated offer letter before the approval of H1B visa. Rather, scammers want to delay as much as they can. Apart from delay, scammers also want to put visa workers in such a situation that once scammers send the backdated offer letter to visa worker, then visa workers won’t have any other option but to accept & sign offer letter. (regardless of terms & conditions mentioned in offer letter).

You might also be wondering, if scammers don’t give offer letter to visa workers before filing H1B visa petition, then who signs the offer letter, which scammer sends to USCIS along with H1B visa petition?

Frankly speaking, it is still a closely guarded top business secret of scammers. Nobody knows how scammers manage to get all H1B visa petition approved without visa worker-signed offer letter, but there are many rumors floating around:
Scammer photoshops the signature of visa worker on offer letter:
As per one rumor, scammer photoshops the signature (from passport) of visa worker and put same signature on offer letter and send this offer letter to USCIS, along with H1B visa petition.

Scammers themselves put signature (in place of visa worker) on offer letter:
As per another rumor, scammers themselves sign (in place of visa worker) offer letter & send the fraudulently signed offer letter to USCIS along with H1B visa petition.

Apart from these two rumors, some other rumors are also floating around.

Scammers use fraudulent method
Irrespective of what method scammers use, it is clear that scammers use fraudulent method to file H1B visa petition to USCIS. Forget the fact that anyone can detect this scam, unfortunately, no one (not even the victim) can even understand this scam.

Now, you might again be wondering that if scammers give offer letter to visa worker after 8 months of filing H1B visa petition, then anybody can easily find out this fraud & bust this scam by seeing different dates on offer letter (because, offer letter in USCIS record should've pre-filing date & offer letter with visa worker should've post-filing date)
You are right. But understanding & busting this fraud is next to impossible. you’ll be surprised to know that both offer letters (one with USCIS & other with visa worker) contain similar signature & same date even though both have been signed by different persons (one by scammers & other by visa worker) at different dates (more than 8 months apart).

It seems that scammers have already anticipated this situation & planned perfectly to handle it (that’s why it is a perfect scam).

The moment visa worker signs offer letter & sends it to scammers, nobody (not even visa worker) can figure out that both offer letters have been signed more than 8 months apart by different persons.

Rather, it would appear that both offer letter has been signed at the same time (even though both offer letters have been signed more than 8 months apart by different persons).

So, how scammers make it possible? What trick scammers play?
Very simple. Scammers give backdated offer letter to visa worker & ask visa worker to sign backdated offer letter without putting current date. The offer letter is backdated (prior to H1B visa filing date). So, after visa worker signs offer letter, it appears that offer letter has been signed before filing of H1B visa petition.
In other words, just by preventing visa worker to put current date on offer letter, scammers pull off this perfect scam.
