WHY SCAMMERS RETURN VISA FEE BACK TO VISA WORKER

In this annexure, I have explained why do scammers return visa fee back to visa worker in detail?
What do scammers want to achieve by returning the visa fee?
What trick scammers play to keep visa workers trapped even after returning the visa fee?

To make this scam perfect & to prevent this scam from getting busted, scammers return visa fee back to visa worker once scammers purpose of trapping visa worker is served.


Here are those 2 reasons, because of which scammers return visa fee back to visa workers (There might be more, which I may not be aware of):

Fear of getting caught & chances of going jail:

Scammers take this money for filing H1B visa petition. It is illegal to take money for filing new H1B visa. So, if any visa worker will complain to USCIS, then there are good chances that the whole scam will be busted and scammers might go to jail. So, scammers return visa fee to visa workers after visa workers sifn backdated offer letter and get trapped.


Revert back visa abuses/violations:
By returning visa fee, scammers revert back visa abuses/violations after the purpose of taking visa fee is met. One of the purposes of taking visa fee is to trap visa worker. So, even if scammers do visa abuses & violations (taking visa fee is visa abuses/violations), they can never be caught & never be punished for these abuses & violations.



Now, you must be assuming that once visa workers get visa fee back, then they get out of scammers trap.
Your assumption is incorrect.

The moment visa workers pay visa fee to scammers, they get trapped. Once any visa workers get trapped in scammers net, they (scammers) ensure that trapped visa workers never get out of their (scammers) trap. As time passes, scammers make this trap more tight around the neck of visa workers.
Before removing any of their traps, scammers put some other trap. Same thing happens here also.
Scammers return visa fee back in the first paycheck of visa workers. That is, after visa workers work more than a month at the client place. If you remember, scammers pay only the minimum salary to visa workers every month and keep balance money of visa workers with themselves.

Let me explain this scammers trick with an example:
Suppose scammers promise to pay 85% of billing rate.
Visa workers billing rate is @150/hr & work 176 hours in a month.
So as per scammers promise, visa workers salary should be $22400 (85% of 150*176) for that month.
But instead of paying $22400, scammers pays only $5000 and keep $17400 with themselves.

Now, suppose scammers return visa fee of $4000 back to visa workers in the first paycheck, then also :
  scammers still keep $13400 of visa workers money.
  scammers also keep approved H1B document with themselves

Without approved visa document, there is no way visa workers can go out of scammers trap. Scammers give approved visa document to visa workers after 15 days of first paycheck. By this time, scammers are able to keep 15 more days of visa workers salary.

Every steps of scammers are well thought-out step

Thus, even after returning the visa fee, scammers are able to tighten their noose around the neck of visa workers.
