In this phase, scammers lure visa workers (L1A, L1B, H1B, H4, B1, F1, CPT, OPT etc) by making false claims, false promises & false guarantee of getting H1B visa approved.

The main purpose of scammers is to take visa fee from visa worker, because taking visa fee is the first trap of scammers. Though, in this phase, scammers only do lying & boasting, but still visa workers can get enough indications about whether they’re getting trapped.

It is the most important bait for visa workers to pay visa fee to scammers readily & happily.  Scammers know it and use it to trap visa workers. 
Client document is the most important document for filing new H1B visa petition. It contains project details and specialty nature of job for which visa workers are required.
Honest employers file new H1B visa petition only for those persons for whom real positions exist. After H1B visa approval, these visa workers join those positions, which are mentioned in client documents.
To attract visa workers, these scammers also promise visa workers that they (scammers) can arrange fake client document.
