Make visa worker partner in scam: Scammers try to make visa worker as a partner in scam, so that none of visa worker will be able to blow the whistle about the scam or come forward as a witness against scammers.

It is almost impossible for US Govt agencies to bust the scam and punish the scammers because scammers revert back all visa abuses, violations, cheating & fraud as soon as their purpose is met.
After the reversal of abuses & fraud, investigator can't punish expert scammers even if they (investigator) nab the scammers. Even if investigator will understand this scam, but it’ll be impossible to get any victim as witness. These scammers make victim visa worker part of this scam & never leave any victim in a position to come forward as a witness.

It is almost impossible to PUNISH scammers:
Even if investigator will understand the scam, find out all abuses, violations, cheating & fraud of scammers, nab all scammers and get witnesses but punishing the scammers is almost IMPOSSIBLE. Because scammers revert back all visa abuses, violations, cheating & fraud and don't leave any trail behind.

Thus, this is BEYOND PERFECT SCAM (one step ahead of perfect scam) & it is almost impossible to bust this scam & punish scammers.

Here are some examples of how scammers revert back H1B visa abuses, violations, cheating & fraud. Illegal Activities

Visa fee blackmailing scam Expert scammers take money (visa fee) from visa worker for filing H1B visa petition. (Taking money for H1B visa is illegal).

Purpose: To blackmail visa worker to sign backdated offer letter. (More on this abuse later)

Reversal: Scammers return visa fee along with first paycheck (after visa worker signs backdated offer letter).

So, even if expert scammers get caught by US Govt agencies after returning this money, they can’t be nabbed & can’t be punished.
Visa fee fooling scam Expert scammers take visa fee indirectly as "Training Deposit", or "Training Fee", or "Security Deposit" or "Security Fee".

Purpose: To fool US Govt agencies to believe that scammers haven't taken any money (visa fee) for filing H1B visa petition.
Rather, it falsely indicates that visa worker has paid money for training or security.

Reversal: Scammers return visa fee along with first paycheck (after visa worker signs backdated offer letter).

So, even if expert scammers will get caught by US Govt agencies before or after returning this money, they can’t be nabbed & can’t be punished.
Offer Letter Scam Expert scammers don't give offer letter to visa workers before filing H1B visa petition, because if visa worker will see offer letter before H1B visa petition is filed, then they won't join the company. But one of the requirement to file H1B visa petition is to send visa worker-signed offer letter to USCIS. So, scammer send photoshopped or fraudulently-signed offer letter to USCIS along with H1B visa petition.

Purpose: To get H1B visa approved without showing offer letter to visa worker.

Reversal: After the approval of H1B visa petition of USCIS, expert scammers blackmail visa worker to sign backdated offer letter. In this way expert scammers revert back photoshopped or fraudulently-signed offer letter scam.

The tricks of this scam is so complex to understand & so time-consuming to investigate that it is almost impossible to bust it. Expert scammers never get caught & punished for this fraud because of the complexity of this scam.
False client documents scam Expert scammers send false client documents to USCIS along with H1B visa petition.

Purpose: To get H1B visa approved by fooling USCIS, even though visa worker doesn't have any real project to work on.

Reversal: After H1B visa approval, expert scammers look for real client project for visa worker & immediately replace (revert back) false client documents with real client documents.
Even if expert scammers will be caught after replacing false client documents with real client documents, they can’t be punished.
Take money to run paycheck during bench. Expert scammers take money from visa worker to run paycheck (it is visa abuses).

Purpose: To give false impression that scammers give salary to visa worker when visa worker is not working on any real project (also called benching),

Reversal: Reversal is not required, as scammers take this money in cash or indirectly. Until & unless, visa worker comes forward and give some proof, nobody can nab & punish scammers.
Similarly, if visa workers don't have money, then to avoid paying salary to visa worker, scammers ask visa worker to send a mail for false leave. If visa worker has taken enough leave during that year, then to avoid paying salary to visa worker, scammers falsely terminate visa worker but keep looking for new project. As and when visa worker gets new project, scammers start paying visa worker. Scammers never get caught because scammers make visa worker as a partner in scam. So none of the visa workers remain in a position to blow the whistle or act as a witness against these scammers.
Always try to make H1B visa worker partner-in-crime Expert scammers always encourage/give (friendly) advice to visa worker to commit fraud or do some illegal activities.

Purpose: To trick visa worker to commit some fraud, so that visa worker won't remain in a position to blow the whistle about this scam or act as a witness against the scammer. Scammers can also blackmail & exploit visa worker forever.

Reversal: Not required, because scammer is not committing any fraud. Scammers just play tricks. Once visa workers commit any fraud, then visa workers won't remain in a position to blow the whistle about the scam or act as a witness against these scammers.

So these scammers never get nabbed & punished.
