Why is it very difficult to understand this trick & nab scammers?

This trick is complex and unimaginable. Nobody, not even visa law enforcement agencies & not even visa approver agencies can even imagine that scammers can play this type of trick with H1B visa workers.

Scammers play very hard to understand trick in this phase. Scammers want to get signature of visa worker on offer letter by cheating. To do this cheating, scammers commit fraud also. But it is very difficult for anyone to understand the cheating & fraud.
Please imagine, just to catch this scam, visa approving agencies need to contact each visa workers & ask whether she/he has got offer letter before filing of his/her H1B visa petition & signed offer letter.
It'll be a very time-consuming process for visa approving agencies.

Why do scammers not give offer letter to visa worker immediately after taking money (visa fee)?

Because after paying money (visa fee), visa worker gets trapped. So visa worker can't refuse signing the offer letter for the fear of losing entire money (visa fee).
Even after paying visa fee, if any visa worker get offer letter & after seeing the terms & conditions of offer letter, change his/her mind of joining scammers company, the scammer has to return entire visa fee. Offer letter fraud is the masterpiece trick of scammers in this scam. Without even giving offer letter to visa worker, these scammers send visa worker signed offer letter to USCIS along with H1B visa petition.
In fact, these scammers do not give offer letter to visa worker before the approval of H1B visa and then blackmail these visa worker to sign it without putting any date.

So, after visa worker signs offer letter, it appears that offer letter has been signed before filing of H1B visa petition.

In other words, just by preventing visa worker to put date on offer letter, scammers pull out this perfect scam.

What happens when visa worker asks about false date before signing offer letter?

Whenever visa workers ask reason of false date on offer letter, scammers say that offer letter date must be prior to filing of H1B visa petition.
Please note that, at this stage, trapped visa worker can’t argue much with scammers because of the fear of losing entire visa fee.

Fraudulently photoshop or sign visa worker offer letter (in place of visa worker) & send fraudulently signed offer letter to USCIS along with H1B visa petition. (Legally, it is required to send visa worker-signed offer letter to USCIS along with H1B visa petition).
Use 3 traps (visa fee, approved H1B I-797 document & Resignation) to blackmail visa worker to sign backdated offer letter.
Order visa worker not to put current date while signing backdated offer letter.

This action gives false & misleading impression that visa worker has got & signed offer letter before H1B visa petition has been filed.
